Opening Opera - getting msg "cannot open .... you do not have administrator privileges -----HUH?

For the past month, every time I attempt to open Opera, I get a pop-up stating that I can't open the program because "I do not have administrator privileges." I'm the only one on this PC. This is a personal use PC. I DO have admin priv.
I have uninstalled Opera, downloaded the program then re-loaded it a couple of times, yet the same thing happens. After I get the pop-up, I close it, try to open Opera again, remove pop-up . . . . after about 3 times, Opera opens.
What gives? Anyone else having this happen? Please help. I am running Windows 7.
