It appears to be just google's homepage as well as the search page. I have uploaded two screenshots of how it looks for me.

      https://ibb.co/j1Fyha

      https://ibb.co/hTt7av

That said, I went to Gmail, Google Drive, Google Play and Google Analytics and they all displayed properly. Although not pictured I turned night mode off after and that did not fix anything.

The User-Agent Switcher extension Opera is good temporary remedy until they fix Opera.

You just right-click in a web page, highlight User-Agent Switcher and a list of web browsers pop up. If you click on Google Chrome, it will re-open that page using Google Chrome's code, right inside Opera. This is great because you don't have to use a different browser.

I've also got the same issue as of May 26 as well.
As @joelkuiper has stated, enabling VPN seems to clear up the issue, as far as my end goes, and I'm running the latest update as well.

            Version:
45.0.2552.881 (PGO) - Opera is up to date

            Update stream:
            Stable

            System:
            Windows 10 64-bit (WoW64)

            Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36 OPR/45.0.2552.881

I'm still not able to reproduce.

Any anti-virus, anti-malware, privacy or related software being used?

@leocg On my end, I only have Avast, and I'm using the built in adblock on Opera.
I out my laptop to sleep last night, and turned it on today, and it showed the old layout when I first used Google about two hours ago. I just updated to the recent version about two hours ago, and it was still an issue until I turned on VPN.
I did a test when the layout switched on Opera, and much like others, the new layout was there on Chrome, but Opera had been reverted to the old layout.

From where you all are connecting? I managed to reproduce the issue by enabling the VPN and setting it to use the Canadian server, what means that Google may be sending the old page based on the user's ip address or location.

                    @bebner
My google search results started looking exactly like your screenie today, after Opera updated to ver. 45.0.2552.881. Actually opened Edge & did google search. The results were in the current format (as opposed to Opera update's retro style)

Don't have any suggestions, but devs are bound to fix it with so many people reporting prob.

@leocg My IP location would be in the US. Is it just a location based thing or something?

I'm having the same issue. I am using Avira anti-virus, the most recent dev version of Opera on Windows 10, and I am located in Canada.

I don't know, I just found it interesting that the problem only happens when I use a Canadian IP.

I first noticed it after Opera updated to ver. 45.0.2552.881. Is anyone experiencing it with an older version?

@leocg So this issue does not duplicate when you use a US IP?

I can only think of two possibilities. That the last update, or two broke something, again, or it's something on Google's side.

This happened within the last few hours on my end, I did not take an Opera update. Definitely Google side. Also verified Opera Browser.js shim isn't affecting anything (?operabrowserjs=no)

I tried a google search using Edge (rolls eyes). The Google home page & search results were formatted the way they are supposed to be, so it doesn't look like a google thing.

                                        EDIT:

Wait... just tried IE. It's the old-style google there-- same issue as Opera. WTF?

                                          Hi,

@leocg I am based in Canada. I'm guessing now it could be a regional problem. I still have to try an older version but will do tomorrow sometime.

It most certainly has to be a regional thing, as when I swapped my VPN to anything else beside US and Canada, with my other options being optimal location, Germany, Singapore, and Netherlands, I'm good. Switch to either Canada, US, or my local IP, and I'm using that other layout.

@aimzz I just tried it on my Edge and Chrome again. Those still work fine. I can't test Firefox since I don't have it, though.
