I suspect that your mobile operator broke some rules that allowed free Opera Mini and you should contact with Maroc Telecom first. Anyway you can try to install older client: http://ftp.opera.com/pub/opera/android/mini/20.1.2254.110627/operamini.apk and check if it works.

Current version is 21. You should use it.
what the point of using last version if all versions using same proxy server !!

I'm really confused with this , if operator is the reason , how they did that , i mean how they stopped something from working with just one browser Opera mini ? , it means that they blocked the opera mini from there own service , it's something not possible , because opera mini us i know have too much proxy servers , which means there is some proxy server or a APN settings that can be help me to solve this , i'm a right ?!!

They can have blocked the server.

They don't need to block all servers. Also, if the servers names has a pattern, it shouldn't be that difficult to block them.

@jqmeskoun You may use a VPN or something which affects ISP footprint so try Opera Mini 7.5 via http://m.opera.com/cn/en Ginko flavor.

seems your provider has locked you out from accessing opera's server ip adress blocks.
your country is not exactly famous for free speech etc, but give uc mini a try, maybe their tunnel is still open.

in addition to this small problem , this damn provider blocks more websites too , and VOIP service , everybody are complaining , anyway .

leocg is correct.
but you can root your phone and use orbot (from fdroid) as an android client for the tor network to circumvent internet restrictions.

and you'll find orbot explained in their repository ready for download.
if your phone is not rooted, you might have to use the lightning browser though; and tor is awfully slow and heavy on your data rate.
or try opera max with any other browser than mini instead, maybe thats not blocked (yet).
