Usually ppapi fixes those issues.

No, I don't use extensions... This don't happen with previously version but now it happen...

Maybe disabling hardware acceleration would help?

I realized that the problem is not in the flash player! Even without flash, Opera dims аnd window moves. In new version too. The problem is in Opera...
