Thank you for the help! Unfortunately, this did not resolve the issue. Downloaded ppapi and disabled npapi.
More info:
Just played a 1080 YouTube video in Chrome and have been monitoring the connection speed--about 55Mbps. It appears that the video is attempting to buffer instead of starting right away and maybe times out(?). There is no data transfer while Opera attempts to buffer. Also, I can place the mouse pointer along the YouTube time slider and get tiny pop-ups of the video.Any ideas?

Do you use any extension? One could be interfering. Try disabling them at menu Extensions (Ctrl+Shift+E).

Tried that to start, and double checked again. No extensions or plugins except flash.

Also downloaded the developer pack and it would not play YouTube either--also disabled npapi in this version.

Have you tried YouTube HTML5 player? you can get it here https://www.youtube.com/html5 Also you can get the Magic Actions for you tube extension and force YouTube to play all videos in HTML5 format.

Have you tried right clicking on a video, going to settings and disabling acceleration?

Yes, hardware acceleration is disabled--tried it both ways, but usually keep this disabled.
My laptop works just fine with version 12.17.Perhaps I should uninstall all versions of Opera, delete plugins, clear the caches, remove registry entries and reinstall one of the earlier versions. Any suggestions along those lines of thinking?

11.63 - fine. Though it seems some sites could overshoot the compatibility in certain future.
I'm running it on XP
