My default search engine is google France i want change it to google USA.

Only way we have found is to edit the Country in the file local_state in your profile.
where is local_state ?

Actually "Local State", I was on my tablet and mis-remembered. Anyway, it is in your Profile: see About Opera for the exact location. It is a text file (can be edited in Notepad or any text editor), you'll see a section similar to
"location": {
"country": "us",
"country_from_server": "US",
"timestamp": "1413940012600000000"
},The above is as copied from my own file. Note that Opera may update it later - if so, then try adding a number to the timestamp - say, change the second 1 to a 2. But the first person I suggested this to said he didn't need to, while another user reported that when he did change the timestamp the setting didn't hold.

I am located in China. I use a VPN but in spite of my IP being out of the US, I can only access the Hong Kong version of Google. In Firefox or IE, I get Google.com but in Opera, only Google.com.hk.

Yes, you should have the right to set your language. In settings (Alt. P) in the Opera browser, make sure your user Interface is English, if that's what you want.
On the Google Search language, it's apparently basing it on country as set forth in your profile. Just a thought, though, since some countries have multiple languages. You know, if you go into your Google Account, you can select language, and language varient (https://www.google.com/settings/language).

First you go to, https://www.google.com/settings/personalinfo, (be sure to login), and then click on language. And set the language you want. If you're in a country with multiple language, that selection ought to do something Anyway, it may be worth a try.
