Secondary window can't be moved

Opera Beta 87.0.4388.0
When I create new Window (Opera -> New window), it can't be moved by dragging title area.

However, when I press "Maximize/Minimize" button to make a window smaller, then I can move it using a tiny line from window's top border.

I think you mean Opera Developer and not Opera Beta. I can confirm though. But, I can confirm with just a single window open. So, it's definitely not just your Opera.

@sektorl try disabling the #scrollable-tab-strip flag and check.

Despite of being enabled by default, the scrollable tab strip flag causes both visual and usage issues(even if the toggle in Settings is disabled).
