When I create new Window (Opera -&gt; New window), it can't be moved by dragging title area.<br />

However, when I press "Maximize/Minimize" button to make a window smaller, then I can move it using a tiny line from window's top border.</p>

<p dir="auto">Despite of being enabled by default, the scrollable tab strip flag causes both visual and usage issues(even if the toggle in Settings is disabled).</p>

I can confirm though. But, I can confirm with just a single window open. So, it's definitely not just your Opera.</p>
