Extraneous characters in bookmark navigation

When I explore the bookmarks, I see the navigation links at the top separated by these three characters: ‰. I assume it's some charset issue, but how do I fix it? It only seems to affect the bookmark navigation.

@kumagoro42 I reported the original issue for a user a while ago, the thread in question has the word "breadcrumbs" in the title if you want to try and search for it. It has already been fixed in Developer, so we're just waiting for that version to make it to Stable.
