How do I get back this toolbar in the sidebar?

There are some Chrome extensions that show something in the nature of a sidebar -- albeit not as elegant as the one you had.

The first one is a beta, though more people seem to be using it than the second. It seems to get a pretty good rating among the users.
Although you can use almost any Chrome extension with the Opera extension, "Download Chrome Extension,"
if I were you, I would stay away from this for a while. While they may be okay, I'd be disinclined to take a risk with them. What I wanted to pass along though is that you shouldn't give up hope on a sidebar. It's clearly being worked on. There may be even others out there. -

Presuming you are still using Opera 12.x or previous ... right-click any toolbar and choose Customize > Appearance. If the panel is open and the toolbar is not showing, then check the box for "Show hidden toolbars when customizing". If the toolbar shows up but is empty, right-click on it and choose Customize > Reset toolbar to defaults; otherwise click on it (so that the gold outline appears around it) and set Alignment to Top. You can them clear the checkbox, and click Okay to close the dialog and save changes.
(Note: as I'm not currently in Opera 12, I'm going from memory - the wording of options may not be exactly as I wrote.)

I use Neater Bookmarks for Chrome. And you get something akin to a sidebar (more like a vertical drop-down menu, but with nice space for helping to organize bookmarks. I find it to be a very useful extension.

There's a picture of what you get at that link. To use a Chrome extension in Opera, you need the Opera Extension, called "Download Chrome Extension." https://addons.opera.com/en/extensions/?ref=menu
