Same, but different error reason:
An error occurred when installing the extension: Download interrupted with reason: NETWORK_INVALID_REQUEST
Macbook with M1.
Yet, going to https://chrome.google.com/webstore/category/extensions
as suggested by @itadori1806, showed a link to install it that worked. -

could you add a link to the chrome webstore in the plugin? maybe just by clicking on it? I've noticed that any method to get to an extension in the webstore does not work.

Качаем это расширение (спасибо автору)
Загружаем новейшую версию Ruffle для браузеров на основе Chromium с официального сайта - https://ruffle.rs/#releases
Распакуйте архив после загрузки.
Открываем страницу - chrome://extensions/
Включите режим разработчика на открывшейся странице с права вверху кнопочка.
Выберите опцию Загрузить распакованное расширение и укажите папку, в которую вы распаковали расширение.
Все у вас в браузере Opera есть Flash и он работает)) -

I have this extension installed from ages ago. The last update was from 2019. Is it actually still required for new Opera installations?
Reason I ask is I have a friend who's an Opera newbie.

@newworldman From Opera 76, you probably won't need it to install Chrome extensions.

it's a great extension to have, but for some reason I can't install vue dev tools on opera GX. is it normal?

@wowsey519 Flash is dead, even its maker stopped supporting it.
Also, it`s kinda of a off-topic question here.
