I wonder how many of the 7 users experiencing the problem in this thread have actually reported it to Opera via the formal bug reporter built into Opera (O > Help > "Report an issue"). Unless bugs are reported 'officially' (and fully), one can't rely on Opera developers scanning these forums randomly looking for problem reports.
I have done that twice already... I have even linked my official bug report with this forum-thread. In spite of everything, no actions from Opera's Developers, except of an automated confirmation-reply has been taken.
I'm providing the quotation from this reply: "...please note that you will not receive a personal reply to the bug report, unless we need more information to investigate the bug". -

@andrius-s You've done the right and necessary things. What I'm wondering is if others have reported the problem via Opera's bug reporter in order to elevate its significance. With any browser, there's always a background "noise level" of user problems, and the ones that are reported by the most users tend to be elevated in visibility out of that noise level in the bug-tracking systems, hence getting attention sooner. I don't work for Opera, but that's the way it works with most software development... developers are busy folks, and the more consistently a given problem is reported, the more important it will tend to loom in the competition for developers' precious time and effort.

As far as I know I can only file bug reports to to the browser that I am connected to. A bug report in my case can be filed to Apple for Mac users if a browser crashes or If I am on a certain page on Safari.I know nothing about a bud ID but I will go to my Safari browser and see if I can send a report to Apple for what it's worth. -

While Opera is closed, copy the profile folder and paste it on your desktop just to see if the copy goes okay. If so, move the profile folder (original, not the copy you just made) to see if the move goes okay or not. If those things fail, there might be some permission issues the profile folder and files are inheriting or something else funky.

They error dialog seems to be a Chromium one, so searching for Chrome users that have this issue might help.

Tested it today... Neither copying nor moving the profile folder experienced any problems.

@andrius-s If you get a chance, try moving the profile folder to a different drive and back or making a copy, deleting the original and putting the copy in its place. (I forgot. The move from one spot to another on the same drive wouldn't have actually moved the files on the disk.)

If you get a chance, run a command prompt as administrator and execute:
chkdsk /r
Then, tell it to do the check on startup. Scan will take a long time.
Then, do a system file check.
(I'd do those just for good measure. But, I'd also do those as it worked for some Chrome users that had this problem.)
Also, if not on an SSD, defrag the disk. This worked for a Chrome user. Must have been some performance file-read issue or something.

You can try this too if you want:

Uninstall Opera (choose to keep your data).

Download the 64-bit offline installer from https://www.opera.com/download.

Launch the installer and click "options", set the install path "C:\Program Files\Opera", set "install for" to "all users", adjust other settings, and install.
Try using Opera like that just to see if there's any difference.
If that doesn't help, keep Opera installed like that, but create a new user account on Windows. Then, test Opera there, but don't import any settings and don't enable Opera Sync. See how things go from there. If it's a pain to log onto that Windows user account, you can create a shortcut (name it "Opera other user" or something) to "C:\Program Files\Opera\launcher.exe" on your desktop, hold down shift, right-click it and choose to run it as the other user from your main account. That way you don't have to leave the main account all the time.
Changing the install location shouldn't matter, but it'd be interesting to see if it makes a difference. Or, if it doesn't, it'd be interest to see if the problem is limited to your Windows user account.

As I have mentioned before, status of my hard drives (I'm using Raid0) is excelent. Nevertheless, I've run "chkdsk /r" and got a confirmation - "Windows has checked the file system and found no problems."
Then, do a system file check.
Already done. - No corrupted system files has been found...

Defragmentation process is sheduled by me once per month. Nevertheless, I've started it manually by recommendation of @burnout426.

No. I don't have any software, that could possibly interfere with file reading or caching. What other advice do you have? To run a virus scan, reinstall Windows or maybe check the power cord?

You could try wiggling it a little bit.
Maybe try the part in https://forums.opera.com/post/226011 with running Opera as a different user to see if the problem is limited to your user account.

I have done the same. No less than 2 submissions about a "bug" and no response. What I do not find in this thread is the fact that Opera (30.0.1835.59 and 25.0.1614.68 and worst developer 73.0.3827.0) refuse to uninstall. Opera developer has thrown several errors just today (no less than a dozen) without my doing "anything".
All Opera browsers have been closed, and still developer throws the error. It seems as if it's attempting to update, but cannot.
Additionally, Windows Defender (I do not use any other anti-virus) has quarantined the dll file each time the popup appears, stating that it's a high risk threat with Foxiebro.
I'm unable to use standard methods of uninstall on all 3. So there is no method of deleting all of the files related to the 3 versions.
I haven't used "any" Opera version for more than a week. I've never had any problem with Opera and had at least 1 version installed on my machine for many, many years. Today was the first problem and it's stopping me from working - costing me money. My machine even turned off while I was trying to find a fix. I did have Windows Defender doing a "deep scan" and that, along with WD trying to keep the dll file from infecting the computer may have been the cause of the automatic shutdown.
This is wrong. The attempts to assist are appreciated, but we really need Opera technical support to review "this" thread ASAP.
I cannot find anywhere that completely uninstalls Opera, and I'm not willing to use some "free" software that states it can and have my system infected worse.
Opera "should" simply uninstall. I've never used it as admin, so there is nothing "I" have done with Opera that would even hint as to why it's not uninstalling. Opera "was" still functioning normally when I open it. But the fact that the errors continue to pop up and Windows Defender continues to quarantine Opera_installer_20100220564441612460.dll tells me that the file is infected because it creates another each time Windows quarantines the last. This has been going on for more than an hour, and in that time Windows has quarantined 11 files of the same name.
So let's get to the bottom line. How can Opera - all of them - be successfully uninstalled? -

@tag Looks like Windows Defender has some false positives right now. Make use of the exclusions for Windows Defender to work around things for now.
