[Solved]I am trying to install 70.0.3728.106 and I can only get 69.0.3686.47 !

I know that 70.0.3728.106 is the latest stable version, and have it installed on other computers (all Win 10), and previously had 70.0.3728.98 installed here, yet attempting to update to 70.0.3728.106 resulted in an installation of 69.0.3686.47 ! I will leave Opera until such time as they fix their installation and "upgrade" issues. (The Update and Recovery function in the browser never works either--ugh. I always have to go the the Opera Download page to update. And now this!) Since MS Edge is also Chromium, I am forced to use that unless someone can help me discover some sort of workaround.

You see two offline installers for Windows listed on https://www.opera.com/download - the 32-bit and 64-bit versions. Choose the one you need there.

@leocg Maybe you are in Brazil. You provided the Brazilian page. The US page is this: https://www.opera.com/download?os=windows
Sadly this appears to be the only download option, as it is the same as the one from which I have already downloaded. -

@sgunhouse This worked after I scrolled lower on the page and found the Windows 64-bit link, which DID indicate the correct version 70.0.3728.106 and in fact did install that version. I am now back up with Opera. Thank you SGunhouse (and LeoCG). Henceforth I will be aware that one should scroll lower, and find the 64-bit (in my case) version. I do wish that Opera would fix its Update & Recovery function within the browser, which never works for me (although I may work for others and has occasionally worked on another computer).

@xb70 the FTP page does allow one to drill down to the specific version, Windows, and 64-bit, etc. also. Thank you LeoCG. http://get.opera.com/ftp/pub/opera/desktop/
