I also experience this!! its so frustrating and it also happens pretty inconsistently. I can't tell what what might be causing it. Sometimes, navigating or closing tabs with the mouse seems to fix the issue but never permanently.
please fix!!

I have another workaround: switch to another app, then switch back to Opera and the bug is gone for that session.

Still not working reliably on 63.0.3368.35.
Interesting responses here are the one from ant8672 and totyahu. Switch to another application and back to Opera and it starts to work correctly?! Weird...
