I see that when you try to download a dictionary from within Opera Mail, it fetches the zip file. However, while it has a .zip extension, it's actually just an HTML page from the help.opera.com site saying "Nothing found for the requested page. Try a search instead?".
If you can find the actual zip file somewhere on the net and place it in "dictionaries" folder in the profile folder, you might get things to work.

Go to https://extensions.openoffice.org/en/project/czech-dictionary-pack-ceske-slovniky-cs-cz and download the extension. You'll get dict-cs-2.0.oxt. Rename it to cs.zip and put it in the "dictionaries" folder in Opera Mail's profile folder. Then, start Opera Mail (or restart Opera Mail) and it should be available for selection and use.

I've the same problem with Opera Mail. I'm trying to install the English - British dictionary and when looking in the Opera Mail profile folder (under my User/Roaming) I find the correct dictionary has downloaded - or at least shows as downloaded but refuses to install and reverts to the default English - US dictionary. I tried another dictionary for another language and the same problem occurs. The dictionaries are downloading as zip files but these then refuse to install. Any ideas?

@dms05 You have to download them from somewhere else like the link I mentioned above. When Opera downloads, it just getting an error page and zipping it up. So, Opera itself isn't really downloading a dictionary.

@burnout426 Thanks for your help. OK, understand that. The problem is if I download the English Language Dictionary pack from your link it doesn't show up on the list of available dictionaries (on the drop down menu) when you try to make a choice of the preferred language.

@burnout426 Just sorted it. Now working and offering a variety of English language dictionaries. I suspect I had an error in the file name (en_gb.zip). My fault. Thanks for your confirmation of method.
