In the Netflix Help Center there is an input field for questions at the top. If you copy O7701-1003 into this box, Netflix asks Chromebook users to allow playback of protected content.

Opera is based on Chromium and has a similar setting (Privacy and security > Site Settings > Protected content):

Are the two sliders there set to "On" on your computer?
Chromium dev has 78.0, when Opera GX follows up 76.0 stable

Can you please include a screen shot of the "Install Chrome Extensions" and also the URL of the Chrome Extension you are trying to install.

Since VPN is not the issue I would disable any extensions you might have installed and see if that has any effect.

You could also try running a LAN speed test (i.e. https://www.speedtest.net) from both Opera GX and another browser of your choice. On my machine I got virtually the same results

Maybe you have 3rd party softwares like CCleaner. It cleans Opera cache, cookies etc. if you didn't uncheck these options in it.
