@stephencadams Turbo is not turned on by default and you can still turn it on and off in settings. Enabling advanced settings may be necessary.

After changing the flags, be sure to restart Opera.

I do not see that second setting on the flags page.

@operasilver40 I wanted to ask the same thing! It's really frustrating to install all the extensions every time I use Opera from a different PC or I format my own.
