Hey thank you both very much! That makes sense that it would relate to Sync. I have Opera browser on 2 macs, and on my android phone. (It's been my primary mobile browser for 12 years! ) ... I guess I should do a Bookmarks Export to an html file, and at least protect the state of "how things are right now"... Now that it's clear to me y'all don't/didn't have this problem of shifting tile order, I will focus on my end. Good night

Was sync enabled before the reinstall? Did you make a backup?

FWIW: This happens on Windows computers as well, and with Opera stable versions.

Well, not quite resolved. Most sites load but Opera has reverted to pre-incident behavior: Almost all sites load okay but (in my case) Youtube almost never loads.

Chrome does better. Maybe Opera is having some growing pains? Bottom line is that it's too frustrating to use now (December 2018).
Stopping Opera from automatically opening.

Not a Mac user myself so I don't know if this can be done, but maybe Opera was included in some list of programs to be started automatically?

Opera does have a couple of included search engines with no autosuggest capability built in - if you switch to one of those the dropdown will not include suggestions.
Can't drag bookmarks around like I can in Chrome?

@panosv Well that and imagine your bookmark bar has folders of bookmarks that drop down inf you click on them. You might have dozens of bookmarks under different subjects, some of them articles you want to read one day. So you drag them up and down the folder in order you want to prioritize them. Can do in Firefox and Chrome, but not Opera.

Strange in that in Windows and Linux it requires the right mouse button. Not a Mac user myself, but it should be easy to find the setting - just search for the word "gestures".
Why can I not be directed ot Germany using the VPN feature?

Same for me in the USA. I no longer use the VPN because I get blocked out of so many sites that I should have access to. I may just go back to Vivaldi again.
