As a workaround:
Open up a new window with netflix with minimal toolbars. Type the following into the address bar to do this:
javascript:window.open('https://www.netflix.com/watch/81012418?trackId=200257859','netflix','toolbar=no, menubar=no, resizable=yes, scrollbars=no, titlebar=no, status=no');
Set that window to be "Always On Top".

Note about step 1: A window without any toolbars looks minimal in Chrome. So you get most of the window area for the video.
