I figured it out or found a post with the resolution. Not sure why I needed this out of the blue like that. Must be some Windows update.

RE: How to prevent Opera 31 from reopening previous tabs upon restartOpera for Windows
The feature you are talking about was Opera 12's built in Sessions Manager. Newer versions of Opera don't have a built in session but there are extensions that add the feature. I use Session Buddy myself and it completely blows Opera's old manager out of the water.
Thanks I'll try out this add-on

RE: Opera closes tabs on closeOpera for Mac
I have this same problem as well on Opera beta v36 on Windows 10 via Skylake... It is really annoying when my other PC's (X58 and Z87) restore my session after I close the program and restart my PC.

Devs/Makers of Opera: It's my bday and I have 1 small request to make Opera best browser of all timeSuggestions and feature requests
When Opera converted from the "Presto" engine to the "Chrome" engine which I remember was back in 2013, I felt that Opera's original features that made me fall in love with it to begin with had degraded some. Now in its defense, I will say Opera has come a long way and has been gradually and progressively becoming better by restoring the essence of those essential features to channel its former glory it once had. I understand it takes time to start from scratch and rebuild and I have been patiently waiting for the developers to make Opera great again, however I am not able to be onboard fully to use Opera full time. Not to give a history lesson but to make a long story short, a feature from the "Presto" version of Opera that is currently still missing is the "Description" box which was included with the bookmarks you saved. It is imperative that the devs bring this back. I am not trying to come off as demanding, but that feature was almost as important as the "Bookmark" bar IMO. If the devs at Opera can make this one wish finally come true then I would be indebted to Opera for life.
A man can dream, right.
Thanks in advance. - Opera for Windows
