Local File Forever File Access Permison

I have local HTML file, created by myself. It was made for my personal experience, to read my downloaded books and view my virtual bookshelf in Opera GX browser.
The Problem is that whenever I reload or open that HTML file, browser forgets about the permission I gave for editing and reading my desktop files by that file, so I have to press [Allow] every time. Is there way to handle this?
