Local File Forever File Access Permison

I have local HTML file, created by myself. It was made for my personal experience, to read my downloaded books and view my virtual bookshelf in Opera GX browser.
The Problem is that whenever I reload or open that HTML file, browser forgets about the permission I gave for editing and reading my desktop files by that file, so I have to press [Allow] every time. Is there way to handle this? -

Can you create a demo HTML file with a simple file chooser input and some simple JS that reproduces the issue?
Also, does the issue happen in other Chromium-based browsers like Vivaldi, Brave, Chrome and Edge too?
