How are we supposed to close workspaces (and retain all our tabs)?

I was excited to implement workspaces for context switching but I've hit a big issue. If I close the window for that workspace, it closes all the tabs. The tabs do not return when I reopen even though I've confirmed that the browser settings are set to "retain tabs from previous session."
Is this a bug? Or is there some way of closing out the workspace other than closing the window?
Right now I am forced to keep open all the sessions for every workspace because I don't want to lose or take the time to bookmark the tabs from the stuff that I know I won't be using for days. Much RAM wasted. Thanks for any insights you can provide!

@daretoeatapeach That's how it was designed to work. If you want to keep the opened tabs of a workspace for the next session, you can't close its window.
