Does Opera Air send back user data?

"Yeah that article is not very accurate. My company is hired to break down these browsers for certification for use in secure environments. We actually get the source code of even the proprietary side of things and see every little thing that is going through the browser and what is sent back. Toms is not a good source for just about anything tech ever since they got bought out. The most user data that is sent back is Edge and Opera at the top, followed by Chrome. Now keep in my non-user data / technical data like security checks etc, is not what I am talking about.
Question:
Does Opera Air still send the user data (non-technical/non-security data) back, if basically all privacy settings are unchecked?
