Opera server outages in my computer

I work in all browsers, but the few days that I cut and Opera does not work?
I removed and re-installed several times Opera. I even changed the windows. Unfortunately it did not work.such as, Ip port 443 and 80 in the opening show.

I'm not following, sorry. You have a web server on your local computer? Opera Unite? Apache?
