      I searched in Settings, but can't find this setting?
      Is there a setting, or an extension that does this?

                  In Opera 27 you have to paste "opera://flags/#bookmark-suggestions", without the quotes, for it to work. Theres no 'enable' in there. Its starts with opera://. It does not work in versions of Opera from 12 on back though. That said, it will be enabled by default in future versions. Its already the default in the development release, Opera 29.
