How to get the address bar above the tabs

This is extremely frustrating! I am not comfortable having my tabs above the address bar. For me, the many open tabs should be within better reach than the address field. I have been searching all over on how to rearrange their positions and only found this: http://www.youtube.com/watch?v=VamcRbsBo40. The problem is I cannot find the option to customize as shown in the video I guess because the opera in the video is an old version. Please help me. I find it irritating that Opera makes this difficult or impossible to do. It was as quick as one second to be able to make the change on Internet Explorer.

In Pale Moon (a firefox based browser) they are putting the tabs right over the site content (under the adress bar and other toolbars), and they have a good reason. You can read about it here, scroll down to "Tabs on top": http://www.palemoon.org/layout-differences.shtml
It would be great if you can change the position of the tab bar in Opera too, and be able to customize the the rest of the UI like in Opera <=12, but of course that's more advanced to implement, so I guess it will take a while for it to come to the new opera (if it will come).

It might feel not customary having the URL bar "under" the tabs, but actually it's logical: the URL in that bar pertains to the page in the tab - not to the whole window, thus putting it within the tab seems justified to me. So it's just a matter of getting used to...

It all boils down to personal preference.
Personally I like the tabs on top. (Easier for me to see. Senior with vision issues).
I'm sure Opera will allow the choice at some point in the future.
