Preferences editor settings gone

In older versions there was many settings that we can adjust typing opera:config. Now always when I type opera:config appears tor me the default settings page with configuration.

How can access this settings with all options like Highlighted Backgroundthat no have in nomrla configuration by example?

You can't, there is no opera:config, like in Presto, on Opera Blink.

opera:flags is partially similar - but only somewhat.
