Download the full version? ftp://ftp.opera.com/pub/opera/desktop/27.0.1689.66/win/
Something on your system is stopping programs it doesn't recognize from accessing the web - not generally a bad idea but it is blocking the auto-updater and the net installer.

thanks sgunhouse for the quick response. unfortunately i can't download it either from the link you've given "interrupted network error". i've tried it too with another browser with the same result. to think about it, all my recent attempt at downloading other programs have failed as well, i'm really at a lost right now.

I just removed a virus on a friend's PC where he could browse the internet just fine, but couldn't download Windows updates, programs and so on. Check the hosts file. There should only be one and it should be blank (except for comments) if you didn't edit it.

i'm not really good in tech stuff but this is my host file, i'm not sure
Copyright (c) 1993-1999 Microsoft Corp.
This is a sample HOSTS file used by Microsoft TCP/IP for Windows.
This file contains the mappings of IP addresses to host names. Each
entry should be kept on an individual line. The IP address should
be placed in the first column followed by the corresponding host name.
The IP address and the host name should be separated by at least one
space.
Additionally, comments (such as these) may be inserted on individual
lines or following the machine name denoted by a '#' symbol.
For example:
102.54.94.97 rhino.acme.com # source server
38.25.63.10 x.acme.com # x client host
127.0.0.1 localhost

@sidneyneto He can't download any program. And the point is, he can't download it. Not even thinking about installing. And I know for a fact that Win XP is still supported.
@amon45 This hosts file is fine. And you are sure there's no second one? (show hidden and system files for checking, too)

That HOSTS file looks standard.
All versions of Opera up to and including the current developer 28 have worked fine for me on 32 bit Windows XP.

@christoph142 how do i look for the second one if any [hidden files]
recently, i've tried downloading this files codeblocks from sourceforge, vivaldi, and opera 27 all failed although i can download the installer but it won't run.
i was thinking of @sgunhouse comment "Something on your system is stopping programs it doesn't recognize from accessing the web......blocking the auto-updater and the net installer." this i felt is whats happening i just don't know how to resolve it. maybe a hidden file somewhere? like christoph142 suggest?
well if anything, i really enjoy the opera 26 and it suits all my needs so far, even so, it would've feel good to use the latest stable opera since thats what i'm use to. many thanks guys.
