Same thing has been happening to me recently. Not exactly sure what's casusing it but feels like a cookies problem. Tried to enable 3rd-party cookies to see if it resolves this issue but Opera never saves the setting I choose for it. Keeps reverting back to disable 3rd-party cookies.
Do you also have Kaspersky?
I stopped having this issue for some months now, luckily.I don't think a cookies issue would stop a page from loading. Does a private window have the same issue?

For now, I will stop using Opera until whenever this gets resolved. Been using Firefox and have no problems.
Its been three days and I have the exact same problem

I'm having the exact same issue and no luck resolving. I keep having to restart my computer to get it to work for a while. Other browsers are working fine and I really don't want to leave Opera but feeling I might not have a choice here.

It could be a DNS or network issue specific to Opera. Try disabling Opera’s "VPN" and "Turbo" features if they’re on, reset Opera settings to default, and change your Windows DNS to Google DNS (8.8.8.8, 8.8.4.4). Also, check if your antivirus/firewall is blocking Opera.

What worked for me, temporary solution i guess, is disabling Experimental QUIC protocol. Did a little digging and found this workaround on Google. You can find it here, opera://flags/#enable-quic
Not sure why this QUIC protocol is causing some issues loading websites for me but if it's disabled, everything is working normally.
"QUIC is generally seen as a positive technology, offering potential performance improvements over TCP-based connections by reducing latency and improving overall network efficiency. However, its adoption is still ongoing, and some older or less well-optimized websites may not fully utilize its potential."
"Disabling the QUIC protocol in a web browser like Chrome will cause the browser to revert to using traditional TCP-based HTTP/2 or HTTP/3 connections for web traffic. While there might be a minor performance impact on some websites, disabling QUIC generally won't cause any major issues for the average user."
