Opera stuttering when scrolling up and down

Hi,
Opera updated today and there's now an issue with scrolling on websites where the screen stutters up and down, even when it's fully loaded the site. It occurs on every single webpage, for example, the BBC website.
How can I fix this?

Hello, I have a similar problem, but only on the seznam.cz page, when I want to log in to my mail, it's nerve-wracking

@farkpoint I just tried your link out. It works smoothly in Firefox but not in Opera. Clearly there's some graphical issue at play.

It's been bothering me for a long time, I've reported it several times and no result. I downgraded to an older version and blocked updates to get rid of this problem.
