Saved passwords on hard drive

My laptop recently died due to being unable to connect to any power source, forcing me to use the hard drive to transfer files and data onto a new computer. I had a lot of passwords saved on Opera GX and it would be a pain trying to recall every website I have with an account. Are passwords saved onto the hard drive similar to Chrome or Firefox, and if so where can I find them and how can I transfer them?

@kanni-knai Yes, but they are encrypted to your Windows login and thus unusable on another device.

@sgunhouse My Windows login information is same as the old laptop. Is it still impossible to recover them?

@kanni-knai Not name, but your actual login. It may be possible, but it would require some special software.
I mean, really it's the same thing Chrome/Chromium does, if you can recover Chrome's passwords then you can recover Opera's. But it isn't a matter of just dropping the old file on the hew system.
