      1. Installed new 64 bit windows 10 Pro Version 21H2, OS Version 19044.12088.
      2. Mouse movements works smooth as it should.
      3. Installed Opera 90.0
      4. Mouse stutters. Absolutely very difficult to work at any speed.. You have to wait move the mouse and wait and so on.

      I uploaded a video showing the behavior as I move the mouse at a constant speed across the screen.
      The stutter still is in effect even if you uninstall Opera

        Have no idea how Opera could cause that and have no idea how Opera could still be causing it if it's uninstalled.

        I've seen that mouse issue on a user's laptop once somewhat recently. It was an AMD GPU driver issue causing a high CPU spike every so many seconds. Turns out the Windows-provided AMD GPU driver worked for the slightly-older GPU, but wasn't fully compatible. Had to uninstall it and get the latest (which was older) AMD GPU driver from the manufacturer's website instead.

          With Task Manager, Resource Manager or maybe a 3rd party tool like System Explorer check the CPU usage when this happens, sorting processes by CPU usage, of course. The "average" column (available in the last two) might be more useful in case the spikes are missed.
