Video Wallpapers aren't working?

Okay so I tried out the whole video/animated backgrounds for my browser and the ones I have downloaded are not like 'moving' if that makes sence but are just still images and I did check the reviews on them and they do have high ratings. Can anyone explain if there are any steps I need to do or if there is a bug?

@eaplayz Version of Windows? (Some versions lack certain codecs) Version of Opera? Seems to work here, latest Developer build on Windows 10.
