How can I permanently disable autoscroll?

When I attempt to open a link with middle click, if I miss the link, I get the autoscroll icon instead. I would like for this to never, Ever happen again. How can I permanently disable this "feature"?

@sambeaux2249 Autoscroll is a standard feature in many programs; mouse setup software even refers to it as Office Autoscroll as Microsoft Office does the same. Not certain it can be disabled, sorry.

Auto-scroll is so thoroughly integrated into Windows that you can't really disable it.
I recommend Linux; a platform that seems intent on never integrating it.
