Can't sync and passphrase fails

I'm trying to sync Opera v56. 1 between a Windows 10 laptop, Samsung Galaxy Note 8, and a Samsung Galaxy Tab S6 running Android 9.
The Windows and Note 8 will sync, but the Tab S6 always fails. I've tried the Reset Data many times, and I've uninstalled and reinstalled Opera on the Tab. I will sign into my Opera account, and it says I'm logged in. But there will be a warning sign about the "passphrase", and none of the data will sync.
I can't find anything in the FAQs or other sources about a "passphrase". If it's supposed to be the same as the password for logging into the Opera account, why don't they call it "password" instead of "passphrase"? When I use my password for the Opera account, or continues to fail.
Any suggestions on getting this to work?

@nquateman A passphrase is a second password that you set up to be used to encrypt your synced data.
Sometimes when you are being asked for a passphrase, you are in fact being asked for your old Opera account password, if you have changed it, or for your OS login password, since Opera needs it to decrypt your saved passwords.

I don't have an old Opera account or password. I didn't set up an account until a few days ago. Any other ideas?

This has been an issue with Opera since the previous release. I just updated and it actually got worse. Now Opera/GX won't even load the login page. Something has to give here, and soon. I rely heavily on being able to synchronize my bookmarks.

@nquateman No, I mean if you have changed your phone or computer after have set a sync account and after have started syncing.

@neetesha As I mentioned in my original post, I've tried the Reset multiple times. It doesn't help. Recently I've added a 2nd WIndows PC to my devices. I tried to use the Export Bookmars (which is supposed to include Speed Dial also) to and HTML, and then import the HTML to the other machine. That doesn't seem to be effective either.

@nquateman, you can move it to another computer, but the results are going to be the same. Opera's become severely broken and buggy and I don't know why. I have multiple computers with Opera installed, and they all act the same exact way. The Opera team needs to figure out what's going on, or start building the browser from the ground up on their own again instead of using Chromium.
