How can I pin a site or program to the task bar in Windows 8.1? I have tried the drag and drop method to no avail. Thanks.

But pinning a website [URL] to the Windows task bar is not possible as far as I know.

If you create a regular shortcut via right-click menu in Windows, for example on your desktop or a folder, New → Shortcut using the site URL then drag it and drop in the task bar it should work... But Opera would have to be the browser set as default.
PS. IE offers this feature natively.

Linuxmint7 may be correct. There doesn't seem to be a way of pinning a site to the task bar. Also, right-clicking on a web page does not give an option of creating a short cut on the desktop.

You can pin a site to the task bar using your OS, in the way I explained.
It may not be fast, but it's possible.

I created a short-cut on the desktop by right-clicking, new short-cut. A URL was pasted in the box. The short-cut icon was dragged to the task bar but would not pin to the task bar - it would only "pin to Opera" (associating the short cut with the browser).

The short cut would then be in the Opera icon. By right-clicking the pinned Opera icon the URL is listed. Is this what you meant Cyberrufus?

I mean pass the URL to opera.exe in the shortcut as a command line switch.
