Hello,
how can i change the time opera is waiting for a server to respond ??

Opera is based on Chromium and Chromium uses the system's network stack. So, I think you have to modify something in the Windows registry to do this (If Opera even honors the setting). Of course, doing so might affect a lot of other programs/apps.
You can look in https://peter.sh/experiments/chromium-command-line-switches/ for "timeout" and "max" etc., but I don't think there are any switches to override Windows in this case.
Here's the keep alive timeout: https://support.microsoft.com/en-us/help/813827/how-to-change-the-default-keep-alive-time-out-value-in-internet-explor but according to https://superuser.com/a/1110259/6488, it might not work anymore. You can try it at your own risk though.
