All passwords/extensions lost after updating windows H

Forgot my passphrase since I sync'd it long time ago and never had issues.
Updated from 1809 to 1903 and now all my stuff is gone.
I HAVE recovered old files from %appdata% for both Chrome and Opera (all extensions and settings seem to be there) but still doesn't give me back any of my extensions or passwords.
I have no clue how to contact google for any of this since their support is horrible,suggestions?

Sometimes Windows will migrate or create a new user profile when it updates if your Windows user account profile is messed up. Do you see any extra users in "C:\Users" that you didn't create? Not saying that'll help with restoring, but that might explain why it happened.

@burnout426 I don't see anything extra and it's frustrating as hell. I had to download recovery program and recover deleted files because for some reason my whole appdata got deleted...
I know what you wanted to say but that's not the case here,appriciate it either way

@darkzy You don't see any password listed in the passwords manager? Or you see them but you can't use them?

@leocg I don't see anything,nothing sync'd except for bookmarks. History,cache,cookies,extensions and passwords are completely gone,I recovered appdata but dunno what to do since it didn't help copy-pasting...

@leocg I don't see them at sync web page because I had it on passphrase that I reset.
I didn't try to recover cause I don't know what to do to "recover" via all those backed up files I have.
