Make Firewall Rule

In my Windows 10, to reduce Data Usage, I have blocked all the Inbound and Outbound Connections that doesn't match a rule. The launcher.exe is also allowed both in Inbound and Outbound rule. But Opera can't access Internet. What else I need to do Now?

launcher.exe just launches opera.exe in the versioned folder, so unless you have a really smart firewall, you'll have to do like Leo said and allow opera.exe also. And, of course, you'll then have to update the rule every time Opera updates as the path to opera.exe will change.
If you want Opera to be able to update itself, you'll also need to allow opera_autoupdate.exe.
