Same problem. What i am doing for now is use the shorcuts (command + q or command+h). when is minimize or "close" using a shortcut. you can open opera windows with the dock icon without problem.

- If you click on an icon in the dock, a MacOs program starts working, or, if already running, opens a new window. Not so Opera: Opera doesn´t open a new window, when the icon in the dock gets clicked. You need to press cmd-n or »new window«. Why is it like this?
- If clicking on the red button, every window gets closed, doesn´t matter if its in the foreground (activ) or in the background (not active). Not so Opera: there is no response, if you are clicking on the red button as long as the window is »not active« or behind an other window. You have to click on the window in order to bring it in the foreground to be able to click on the red button in order to close the window. Thats a senseless non-feature in my opinion.
- If you open an external link, which is e.g. stored on the desktop, Opera opens the website in the background of an other, empty tab. So, you have to close the empty tab first in order to see the website you want to see. Thats also some kind of nonsense …
I hope these things will be changed into standard MacOs behavior soon.

Newest version Opera 60.....70. Still the same bugs.
BTW: Do Opera developers sometimes visit this forum? -

I have noticed the same thing.
Since it is not clear whether the Opera devs are aware of this, I have logged a bug report so that they hopefully fix it soon.

Also seeing the same issue, window doesn't come back when closed or minimized. Definitely an annoyance. On OSX 10.14.3 and Opera 60.0.3255.70

When I click on the O icon on the dock, nothing happens, except that the Opera menu line substitutes for "Finder". I have to click on Opera:File;New tab or Opera:File:new window in order for a window to open. The operating system is OS 10.14.4. I have used Opera on this device for two weeks before this problem arose.

I just got the following response from Opera support:
Thank you for your report. Our developers are aware of this issue and are working to fix it. In the meantime, you can get around this by right clicking the icon on the taskbar and opening a new tab. The window will open then. We are sorry for the inconvenience that this is causing.
So I guess all we can do now is wait for the fix.

The latest version of Opera arrived for me today. When I hit the O icon to access my Internet connection, nothing happens, I have to quit Opera, then it will open. This happened the first time I tried to open, and every time . . .
Anybody else having this experience ?

Re-start or Re-installing does not resolve this issue. The program is usable but it's rather annoying to have to Quit just to get it to run again.
My advice is to file a Bug report and hopefully more people who file this, will result in quicker fix up.
