I just got the following response from Opera support:
Thank you for your report. Our developers are aware of this issue and are working to fix it. In the meantime, you can get around this by right clicking the icon on the taskbar and opening a new tab. The window will open then. We are sorry for the inconvenience that this is causing.
So I guess all we can do now is wait for the fix.

The latest version of Opera arrived for me today. When I hit the O icon to access my Internet connection, nothing happens, I have to quit Opera, then it will open. This happened the first time I tried to open, and every time . . .
Anybody else having this experience ?

@StephenRitchings I have the same problem. I have had it for several weeks now.

Re-start or Re-installing does not resolve this issue. The program is usable but it's rather annoying to have to Quit just to get it to run again.
My advice is to file a Bug report and hopefully more people who file this, will result in quicker fix up.

As mentioned above, I have logged a bug report and they are working on fixing it.
No further updates yet.

It seems that in the newest Beta (Opera 60...79) the Dock-Icon issue is fixed, but I've only read the remarks, not tried the Beta version.
