it would be even better if these icons on the express panel were displayed without a bar. As for example this is done on opera 38

You can make the sidebar narrower. In Preferences, under Sidebar > Manage Sidebar, there is an option to "Enable narrow sidebar".

On What OS?
Nothing similiar here on Windows. -

I use MacOS. Why would that not be on Windows as well? It makes sense to have the sidebar take up the least space possible.

There's no that option on windows.
Also, as far as I know, some parts of the UI differ form how it looks on Mac(address bar icons highlighting for example). -

Have a speed dial option to show the sidebar on the Speed Dial page
-
When the sidebar is disabled, show an option to enable it only on the Speed Dial page
-
The Sidebar is a very useful feature to quickly navigate around the different features of the Opera Browser, but for some devices (especially smaller laptops with smaller screens) it can take valuable screen real-estate away from websites (YouTube in theater mode comes to mind). In older versions of the browser, the sidebar, even when disabled, would show up on the Speed Dial page and helped with quickly navigating to change a setting or check on a download or go back to a page you visited early in the day. I hope that this option would bridge the gap between this far superior new Opera and the old.
