link page is saved instead of opening the site

Opera (last version, downloaded 26/01/2019), windows10 64bit

click on the link. opens a new blank tab. In downloads, a new object appears, a notification about the completion of the download appears. I do not know the contents of the file, the size of the file is 1kb. In other words, I can not open the site by reference. Although sometimes the links open normally.
what could be the problem?

A link (usually to a file) can specify that the file is to be downloaded by setting a header, that's how most download sites work.
