I have the exact same problem and it's driving me nuts. Keeps the same on all kinds websites. It doesn't mean whether the toolbar is on the left or at the top. Opera team, please do something about it as it's killing my productivity at work.

The only solution I have found so far is to close and reopen Opera. Not that elegant. And Yes, it is when Opera is un fullscreen.

I have had the same problem for months - I have reset the browser and settings which fixed it for only a short while. To give you an example of how annoying this is on Facebook the top (blue bar) with notifications, account settings etc. is completely off-screen. Normal web browsing is also ruined by the hit & miss nature of selecting the required menu option/ link. Selecting text is even harder! I have browsed the same sites with Safari no problem but do not want to ditch Opera as also use it sychronised with my mobile. I am using Opera version 56.0.3051.52 Mac Seirra 10.12.6

This has been happening across many versions of Opera and Mac OS. I have seen the same behaviour on my Windows 10 laptop.
After a while particularly in full screen or split screen mode the page will move up by differing amounts. That is the top of the page will become cut off by the amount it is moved up. Sometimes a whole line or 2 or part of a line (1/8 to 1/2 inch).
When this happens i must click below any link or select below any text by the amount the page is 'moved up'.
If i refresh the page the same behaviour exists. The only solution is to restart Opera.
This really interferes with workflow. This does not happen btw in any other browser including Chrome, Firefox, or Safari.

All of you, send it to opera as a bug, otherwise they will not focus on this (for me crucial) issue.

I have this problem as well. It happens to me if I bring my cursor into the apple menu bar (where it says Opera, File etc.) and when I pull my cursor out from there, my screen has moved down. I do not know why this happens, but the only noticeable solution is to just refresh the page. -

Try refreshing your tab with the refresh button next to the 'Start Page' button. -

This problem is so annoying ... I love Opera but it seams I am forced to use another option. My solution to this has been to duplicate the tab.
