Mouse gestures don't work when connected remotely to a host running 10.13.6 or 10.14 (Beta)

While connected remotely (does not matter which protocol/app - ARD, VNC, NoMachine), for some reason, the right click + drag does NOT work on machines running 10.13.6 or 10.14. This basically means NO gestures on Opera if the host (being connected to) is running 10.13.6 or 10.14. This is independent of the version the client is connecting from.
This was NOT an issue in 10.12.6 (Sierra).
To illustrate -
I maintain a fleet of Macs, and connect to them for remote management. These are a mix of laptops/iMacs running Opera Next, Beta, and Stable on Sierra, High Sierra, and now one iMac running Mojave (beta).
The gestures while connected remotely work fine on all machines running Sierra. The gestures don't work on any machine running High Sierra, nor on Mojave.
This is uniquely an OPERA issue. Firefox + gestures addon, Chrome + gesture addon work fine in Mojave/High Sierra while connected remotely.
I would hate to have to switch from Opera, as native gesture support is the main reason I've been with the browser through thick and thin, over the last nearly 15 years.
Has anyone noticed this, or am I unique in my use case, enough for it to not be an issue?
