Opera won't start

Windows 7, 32 bit. Intel i5, 2.6GHz.
I just ran the installation file again. No error messages. Same result - nothing happens when I click on any icon. I also tried starting the .exe file directly. I got an error message that says it can't execute the path or file, and that I may not have appropriate permissins to access the file. The thing is, it installed fine a few months ago and I had been using it until now. -

Same problem here, I installed the latest update and cannot start Opera. No processes running, and I'd rather not obliterate my profile if I can help it.

Do you mean you just installed Opera 21 from Opera 20? Save the profile first (copy it to be on the safe side), but if Opera 20 was working, go back to it. If you look at the root directory for Opera, there should still be an Opera 20 folder in it. If it is there, all you have to do, I believe, is delete the Opera 21 folder. Otherwise, uninstall Opera 21, reinstall Opera 20. You saved/copied the Opera 20 profile, so you can try substituting it in Opera 20 for the profile that is there.

I upgraded from : Opera 21.0.1432.57
I upgraded to : Opera 21.0.1432.67Opera 21.0.1432.57 worked fine before the upgrade.

It looks like it could be a failed update.
Do a search (in windows) for the folder '21.0.1432.67' (there should be only one instance). In the search results, right click that folder (21.0.1432.67) and select 'Open containing folder'. A new window should open up which contains that folder (21.0.1432.67) and (hopefully) at least one other folder with a load of numbers for it's name (maybe 21.0.1432.57 ???). If there is, then you can safely delete the folder named '21.0.1432.67' and should be able to start Opera again.
One caveat though, Opera is set to auto update, with no direct user controls to disable this, so one of two things could happen if indeed Opera is able to start after you deleting the above folder. 1) the update goes well this time and things work as the should, or 2) things don't go well and you are back to where you started. But then you now know what to do if '2' does indeed happens to you again.

Okay.
I deleted my Opera Stable profile from AppData\Roaming.
I deleted my Opera Stable cache from AppData\Local.
I uninstalled Opera. I removed the current and past versions of Opera from "C:\Program Files (x86)\Opera". (I run Win7 x64.)
I reinstalled Opera. IT DOES THE SAME EXACT THING.
I give a vote of no-confidence for Opera version 21.0.1432.67. This is garbage.

I deleted everything and tried reinstalling version 20. Even though I ran this version for several weeks, now it's the same result - it won't start.

@leocg I believe I did a couple of times just to make sure when this first started, just to make sure there weren't any further "administrative tasks" an upgrade from 21.0.1432.57 to 21.0.1432.67 (an increase of only 00.0.0000.10) might require.
Other than that, running your browser as an administrator seems like an awful idea in normal circumstances. Shouldn't ever need to do that, and it's a bad security practice. Opera shouldn't require users to run their browsers as admin, even only once. Teaches bad security.

Maybe there are rogue registry entries left over from the 21.0.1432.67 version of Opera ?.
