This scrollbar appears when I'm hovering over the video. And what version of the opera?

What's your OS and screen resolution?

@alexxzzz Probably the screen resolution is the problem. Here at 1920x1080 I don't see such scroll bar.
How Chrome behaves on that?

Is DPI set to 100%? What about zoom in Opera?

@leocg In chrome this problem is not observed. zoom 100 as default. 1 screenshot - chrome, 2 - opera. As can be seen, in opera next to the video bigger interval where is the scrollbar, than in chrome

@alexxzzz If it works as should in private window, then it usually means that an extension or a broken profile is causing the problem. It can also be some setting on Youtube.

It looks like it's YouTube new feature. Happens only after login. Tried on Opera and Edge. Don't know how to turn it off.

@alexxzzz try youtube in dark mode i had same issues just turned dark mode on restarted pc turned off then i was fine
