When using Opera touch screen the scrolling is a bit caught, when using a small page this does not get in the way so much, but in a page with a lot of information it gets in the way.
Opera
Google Chrome

@sgunhouse Sorry, I'm Brazilian . I'll try to use other words to describe it: scrolling is not smooth

I have exactly the same problem. I have recently purchased a Dell XPS 15 9570, with UHD touchscreen, Intel(R) Core(TM) i7-8750H CPU, 16GB RAM, Intel(R) UHD Graphics 630, and Nvidia GeForce GTX 1050 Ti graphic cards. Opera produces the same weird scrolling effect on both graphic card. Doesn't matter if I scroll with the trackpad, or on the touch screen or scroll bar... Exactly as on the GIFs. I tried all the other browers , and they scroll beautifully (except Google Chrome, I know it has the same engine, but still Chrome scrolls a tiny bit nicer.) I also checked opera on a new Lenovo Thinkpad without touchscreen, and it was scrolling nicely. After checking a lot of Forums, I came to the point that Chrome and Opera must have some problem with Touchscreens, but I didn't find a solution to fix it. So I'm looking forward for any help here
