It tries to connect to 173.194.70.94 (with no tabs open). Does anyone know why and what data it is sending?

Do you have Google set up as your default search engine? Maybe it's related to that.

I don't like that at all for privacy reasons, maybe it's calling home to NSA HQ

Sometimes a cigar is only a cigar. 😉

Most times a cigar is slow cancer, so why chance it?

If you really, really want to know what data it's sending, sniff the packets with Wire Shark or something similar. Otherwise, consider that Opera ships with Google set as default search engine (for which Opera probably gets financial 'consideration'), and just maybe Google gets notified of that directly whenever Opera is started up. As @lem729 suggested, try switching to a different listed default and see if the connection attempts continue.

Try disabling discover's preload and also "Use a prediction service to help complete searches and URLs typed in the address bar" to see if it keep happening.

I am guessing it might be grabbing Google Safe Browsing data

                    Why Open the Web?

Despite the connecting purpose of the Web, it is not entirely open to all of its users.
When used correctly, HTML documents can be displayed across platforms and devices.
However, many devices are excluded access to Web content.
